Most Ontario disability programs work on a reimbursement basis. You pay for services from a provider like Dasdey, submit your invoice to the program, and the government reimburses you from your funding allocation. Some programs offer direct-billing options where the provider invoices the government directly, which eliminates out-of-pocket costs.

Each program has different eligibility criteria, funding amounts, and application steps. The big four are Passport (adults with developmental disabilities), SSAH (children with disabilities), OAP (children and youth with autism), and private pay (anyone, no waitlist).

Funding FAQs

How long does it take to get approved for Passport funding?
Eligibility through Developmental Services Ontario (DSO) typically takes a few weeks to a few months. Once eligible, the minimum $5,500 base allocation is typically issued promptly. Larger allocations based on assessed need go on a waitlist that can take several months to years depending on your region.
Can I use Passport funding and ODSP at the same time?
Yes. Passport and ODSP are separate programs. ODSP provides income support; Passport funds community participation, respite, and skill-building. Most adults with developmental disabilities receive both.
What if my child isn't diagnosed yet, can I still access funding?
OAP and SSAH require a documented diagnosis from a qualified professional. While you wait for diagnosis, you can still access private pay support. Talk to your pediatrician or a developmental clinic to begin the diagnostic process.
Do I have to pay Dasdey upfront and then get reimbursed?
It depends on the program. Self-managed Passport and SSAH typically require you to pay the provider and submit invoices for reimbursement. Some Passport agencies and OAP arrangements allow direct billing. We work with whichever model fits your situation.
Can Dasdey help me fill out my funding application?
We help families understand what each program is asking for, point you to the official intake channels (DSO, MCCSS, AccessOAP), and answer questions during the process. We are not a legal or government advocacy service, but our team has walked many families through their applications.
What happens if my invoice is rejected by Passport or SSAH?
Rejected invoices usually come down to formatting or missing information. Our invoices are pre-formatted with everything Passport and SSAH require: detailed service descriptions, dates, hours, hourly rates, HST registration number, and our address. If a claim is ever rejected, we work with you to correct and resubmit at no additional cost.
Can I use funding from multiple programs at the same time?
Yes, with one important rule: you cannot use two government programs to pay for the same hour of service. Many families use OAP funding for clinical services, SSAH or Passport for respite and community participation, and private pay or insurance to cover gaps.
Is Passport funding considered income for tax purposes?
Passport funding is not taxable income for the recipient. It is a direct funding allocation for support services, not personal income. For specific tax advice, speak with an accountant familiar with disability funding programs.
